I highly doubt it'd be like that. Just look at the drawings of the characters on the main RO websites, and compare them to the characters in the game. There is a HUGE difference in look. Gravity has always been sub-par with graphics, making ROSE in a world with WoW, FFXI, and SWG? These games have been out for years now, and they haven't even come close to hitting these graphics. Not to mention Gravity has never. Ever lived up to what they say they're going to do.

Nah it's probably something from an intro movie but it still looks cool. I heard that RO2 uses the same engine as ROSE so it wouldn't look like that.
